During the off-season, most places offer great prices and discounted deals. You will experience everything that you would generally experience in the place, except for maybe the climate. We are not asking you to go to a beachside location during the rainy season or anything, but instead of going in the summer months when the demand would be at its peak. If you want to travel on a low budget then we suggest that you reconsider your accommodation strategies. Most great locations have budget hostels that are popping up; these are like regular hostels, but are a lot more tourist friendly than anything else. When we backpacked to Goa; we stayed in a hippy hostel and was by far the best decision made. Firstly, we were pleasantly surprised by how well equipped and clean the whole place was and secondly, we got to meet some great people as well. We are sure that we wouldn’t have gotten a similar experience if we had booked a pricey hotel.
